Abstract: This is a policy review of current public geospatial data dissemination practices and the Federal Geographic Data Committee (May 2004) guidelines for geospatial data access. It evaluates if the federal guidelines give proper weight to the societal benefi ts of record dissemination, the importance of informed citizenry, and its strong Constitutional connection to petition government to redress grievances. Practical examples of state and local policies are exposed, disclosing the confl icts with the federal National Map progam objectives. Homeland security and other public risks associated with nondisclosure of public record geospatial records are identifi ed.
